Open Forum

Mrs Lilian Ancliff spoke on behalf of Mrs Mary Willis to say that the garden on Oak Bank Lane can no longer be maintained and asked for volunteers from Hoole Village to help. Mrs Ancliff also asked if the monument on Plemstall Lane could be used as a monument, not just at Well Dressing and kept clean and tidy.

The Chairman welcomed PC Boulton and PCSO Beddows as the new Police Officers for Mickle Trafford and District.

The Chairman welcomed all to the Parish Council Meeting, and thanked Mrs Laura Whiteley for her work as Parish Clerk and the handover of duties to Mrs Kate Pridding, the newly appointed Parish Clerk. The Chairman also gave his thanks to Cllr John Taylor for his work during the interview process.

Co-Option of a new Parish Councillor for Picton Mrs Joyce Gardiner was co-opted as a Parish Councillor for Picton Ward.

Village Hall Update

The Parish Council was informed that before any new tenancy agreement could be signed off by the Parish Council, the Village Hall must be awarded charitable status and the Parish Council becomes a Custodian Trustee.

The Village Hall will become the tenant to the Custodian. The proposal is for a 35 year lease extendible based on a peppercorn rent with maintenance responsibility with the Parish Council/Village Hall. Cllr John Taylor has to apply for the Village Hall to be a registered charity.

The Council delegated authority to the Finance & General Purpose committee to progress the tenancy agreement and make recommendations to Council having reviewed the risks inherent in such a long term commitment. Cllr John Taylor is nominated as Village Hall trustee.

Planning Applications

The minutes of the meeting held on 7th June and 5th July were noted.

The planning committee did not support the following planning applications made by Double Tree—Hilton

Single storey extension to the rear of the building to provide kitchen accommodation & chef’s office – The planning committee endorse the comments made by Mr John Healy (CW&C) but do not support the proposal of a flat roof. The roof should be more sympathetic to the surrounding structures.

Additional car parking

The planning committee objects to the above proposal due to the harmful effects to the trees; an avenue of trees should be nurtured not neglected.

The planning committee would wish the hotel management to seek a more appropriate location for parking, and that they should also adopt Mr Peter Murray‘s (CW&C) suggestion of a proper survey of the impact on trees.

Drop off point and extension to glazed entrance canopy

The planning committee felt that the proposed plans are not appropriate. It seems to be a piece-meal solution, and a more cohesive improvement plan is required.
Retractable enclosure with fold away roof and walls

The planning committee objects on the grounds that the proposal is architecturally inappropriate and detracts from the walled garden.

Youth & Community Development Committee – Springfields Park

There is to be a new waste bin in Springfields Park which will be free
of charge from CW&C. The location is yet to be decided.

Gowy Liaison Meeting

The circulated minutes of the meetings held on 6th May and 1st July 2010 will be circulated at the next meeting.

Gypsy & Traveller Update
Unauthorised Development Working Group – Cllr John Walsh briefly reported on the outcome of The Street Site Appeal Inquiry.

The Planning Inspectorate Decision was issued on 21 June. The Appeal was DISMISSED principally on the ground that the ‗developer‘ had not provided necessary assessment of the potential effects on the health of residents of the site from the Acid Tar Lagoon.

Meanwhile the Unauthorised Development Working Group continues to meet to consider next steps. Cllr John Walsh wished the record to show his
appreciation of the working group‘s efforts, in particular Cllrs Nicholas and Jackson, for their significant contributions to the preparation and delivery of the PC‘s case presented at the Public Inquiry.

Highways and Byways
Cllr Roger Brace stated that there would be no verbal report at present until the new Clerk‘s duties were agreed. He informed the meeting that the new deadline for newsletter items arising from the Parish Council meeting would be the Friday following each full Council meeting.

Farmers Market
Huw Rowlands of The Grange is currently investigating the possibility of
setting up a Farmers and local produce market in the Village Hall, possibly monthly or weekly, on Saturdays from 9.00 – 12.00. The Parish Council considers this to be a good idea and broadly supports the proposal. However the Council encourages further investigation, with particular reference to frequency.

Holiday Club 2010 – Funding

The Parish Council have agreed to contribute £200 for the Holiday Club 2010.
Parish Surgeries- Saturday 31st July 2010, Saturday 28th August 2010, 25th September 2010
