Newsletter May 2008

The latest meeting of the parish Council was held at the Village School on 12 May 2008 .

 

Open Forum

The preparations for this year's Well Dressing will again take place in the Scouts Hut. The Parish Council were thanked for their efforts in trying to find an alternative venue.

As this was the first meeting of the new financial year the following appointments were made:

The accounts for the year ended 31 March 2008 , Annual Report 2008 and Annual Return 2008 were all approved by the Parish Council. A copy of the Annual Report is included with the Highways and Byways Newsletter.

 

Planning Applications

Trafford Lea, Greenfield Lane , Hoole Village

A planning application to turn the bed and breakfast house at Trafford Lea into a house of multiple occupancy with 10 bedrooms has been REFUSED by the City Planning Authority.

 

Hoole Bank Cottage, Mannings Lane, Hoole Village

A new planning application has been submitted requesting change of use of existing barns to commercial offices with a new vehicular access, associated parking , new agricultural farm shed and garage block at the aforementioned premises. This will be reviewed by the Parish Council for their comments at the meeting to be held on 2 June 2008 .

 

Gowy Landfill

The planning application to increase the height and extend the life of the landfill site has been submitted and the Parish Council have submitted their objections to Cheshire County Council.

Mr J H Taylor advised the Parish Council at the 12 May 2008 meeting that he had researched old files in connection with the temporary operating license held by WRG Limited and explained that although it is a temporary license it can be renewed again and again. There was no good news to report but we must continue to actively object to the new planning application to extend the life and height of the site.

 

The Spinney, Hallsgreen Lane , Wimbolds Trafford

The planning application made by the “Travellers” to have residential caravans on the above mentioned property has been REFUSED by Chester City Council. The Enforcement Officer from Chester City Council has visited the site and confirmed that, as at the beginning of May, there did not appear to be anyone living there

 

Mickle Trafford Park

A discussion took place as to whether it was possible to have a Senior Activity Area within the Park it was decided that this would probably not be feasible mainly due to health and safety problems as there would be no supervision and youngsters might use the equipment.

The Parish Council would like to take this opportunity to thank all the children who use the Park for keeping it clean and tidy with little or no damage to equipment. It is much appreciated and keeps the Park nice for all who visit.

Village Hall

Negotiations for the lease renewal continue to run smoothly and we believe there should be no problem with the Parochial Church Council (PCC) renewing it in 2010. There are a few maintenance issues, particularly with the state of the roof and a survey has been carried out. Hopefully this will be resolved shortly.

 

The PCC want the hall to stay in the community. The question of updating the heating system is still one of concern as the Village Hall Committee are loathe to spend money (approx £5,000) on this without the surety that the lease will be extended. It was asked if, at the next meeting with the PCC a letter of intent to renew the lease in 2010 could be asked for. It was stated that it might not be a good idea to ask for another long term lease as the building is not a particularly good building and could need a lot of maintenance in the future. It was agreed that when seeking the new lease, if it is long term, it should have an opt out clause every, say, seven years.

Stray Dogs

The Police no longer take in stray dogs. For our area, it is now the responsibility of Chester City Council. The dog warden is available 9 to 5 Monday to Friday and an out of hours service is available at a call centre number 01244 402477. Barra Boarding Kennels have an arrangement with the City Council and people can take stray dogs to them between 9am and 5pm on weekends and Bank Holidays. The RSPCA are still responsible for injured dogs.

 

There still appears to be a gap where responsibility may not be covered. A letter is to be sent to Association of Parish Councils to see if any other Parish Council has had any problems or have taken on the responsibility.

 

Parish Surgeries

Parish Surgeries will take place outside the Post Office in Mickle Trafford between 10.30am and 11.00am , where residents can raise questions and voice their concerns, on the following dates:

 

Saturday 31 May 2008, Saturday 28 June 2008 , Saturday 26 July 2008 .
